How can teachers be held responsible for the 25 percent of the Hispanic student population in California, a significant number of whom are underachieving, when so many take a four week Christmas vacation while the rest of the school only takes a two weeks off?

Where do the Hispanics go for four weeks? Mexico.

Generally, Hispanic failure is not a result of teachers not taking responsibility. Place the blame where it belongs — on the students and their parents.
