The two most probable are chain migration or overstaying any of various visas including perhaps the H-1B that might have been issued to her as a professional ice cream vendor.
Since coming to the U.S. six years ago, Kaur has not learned English and has been employed by Tony’s Ice Cream Company and as a church janitor.

By the way, in my neighborhood ice cream trucks are well known for vending more than frozen treats. Weed is often for sale.
