That’s a higher ratio of dead to wounded than we see in a typical black mass shooting — the people in this video appear to be Hispanic:

Mayor Darrell Steinberg seems to think that is about guns:
Sacramento Mayor Darrell Steinberg said on Twitter: “Words can’t express my shock & sadness this morning. The numbers of dead and wounded are difficult to comprehend.”
“Rising gun violence is the scourge of our city, state and nation, and I support all actions to reduce it,” he said.
Except immigration enforcement, which he’s been opposed to for years — and Sacramento has been a "sanctuary city" since the Reagan Administration [Sacramento Mayor-elect Darrell Steinberg vows to fight Trump on immigration, SacBee, November 17, 2016].
The only clue to even where it was in Sacramento is that it’s in the nightclub district, near Sacramento’s London Nightclub.

Outside the club, it’s a "bad neighborhood." When it opened in 2019, the club replaced an earlier club closed by a shooting.
London replaces Parlare Euro Lounge across 10th Street from the Citizen Hotel in a pocket of downtown marked by extreme highs and lows: Grange and city hall straddle grimy buildings and Cesar Chavez Park’s considerable homeless population.
Parlare was already the subject of a California Department of Alcoholic Beverage Control investigation for alleged disorderly conduct when a bouncer and customer were shot in August 2017. The club lost its liquor license and closed within a week of the nonfatal shooting.
