Dr. Norm Matloff In Barrons On The Misconception That Foreign Engineers Are The "Best And Brightest" (In Fact, They’re The Cheapest)

Dr. Norm Matloff writes to his email list:

Barron’s kindly ran my op-ed over the weekend. I wasn’t going to mention it here, as it makes arguments that I've made repeatedly in this e-newsletter. However, a number of people have asked to see it, as Barron’s does not display the full text online.

Thus I have posted the full text here: Where Are the "Best and Brightest?", June 8, 2013

A thoughtful commentary on my article is here: Immigration and the ‘Best and Brightest’, American Spectator, By G. Tracy Mehan, III, June 10, 2013

One small point in response to that commentary: The author says my restriction to natives "grates" on him. I fully agree; it grates on me too, and I try to avoid it whenever possible. As many of you probably know, I usually take the word "American" to mean U.S. citizens and permanent residents, where the citizens category includes naturalized citizens. However, in my analysis in this case, I did indeed restrict to natives, for reasons which I describe in detail in my EPI paper: Are foreign students the ‘best and brightest’? Data and implications for immigration policy, February 28, 2013
