Peter pointed out that there is a brief mention of legal immigration in the SOTU speech:
To build on these historic gains, we are working on legislation to replace our outdated and randomized immigration system with one based on merit, welcoming those who follow the rules, contribute to our economy, support themselves financially, and uphold our values.

I’m not a fan of even legal immigration that "contributes" to the economy in the sense that, say, a high earner pays more in taxes than they use in government services. My view is that they displace a better class of American. But that’s still better for the country than importing impoverished Guatelombian street sweepers.
In that sentence above, Trump is speaking out against legal immigration that’s bad for America in various ways, especially including public charges. He’s also speaking out against "randomized" immigration. I wonder if that means the Diversity Visa Lottery?
