A Stanford professor advised the Oakland Police Department (OPD) to stop pulling over lawbreaking drivers for non-violent offenses like missing license plates. According to Timothy Gardner:
Impact of OPD’s no-stop policy since 2016
Summary:
An OPD policy change in 2017 directed officers not to stop people for non-violent offenses, such as tinted windows and missing license plates. This was based on the guidance of Stanford professor Jennifer Eberhardt, hired by the OPD in 2014 to assess policing approaches.Impact on crime:
Stops declined 80% from 2016 to 2023. Total crime rate has risen 30% during that period, including a doubling of murders and vehicle thefts.
Impact on racial profiling: The OPD no-stop policy has not altered the racial demographics of police stops. Data suggests racial profiling was not a significant factor in OPD officers’ non-dispatch stop decisions before or after the no-stop policy was implemented.
Policy implication: Enforcing non-violent offenses in Oakland by restoring OPD stops to 2016 levels would likely reduce crime, including reducing homicides by 60%, carjackings by 80%, and overall violent crime by 20%. These outcomes could be obtained without a change in police staffing level.

Oakland is probably America’s most plausible city to gentrify due to its supreme location, better than San Francisco’s. You get to stand in the sunshine in Oakland and watch the fog roll in once again over San Francisco.
So, many Oakland politicians and institutions actively take steps to keep crime high so their constituents can afford to live in Oakland.
